Germany's Benjamin Becker lifted the first ATP Tour trophy after a 7-5 6-3 win over Raemon Sluiter at the Ordina Open.
World number 82 Becker won the title in just under two hours against an opponent playing in his first tournament since returning to the sport from retirement.
Sluiter became the lowest-ranked player - at 866th - to reach an ATP final.
"I want to first congratulate Benny. He was simply the better one today," Sluiter said.
Tamarine Tanasugarn defended her title in the women's event, beating Belgian teenager Yanina Wickmayer 6-3 7-5.
