Carlos Tevez claims Manchester City rejected offers for him in January and the striker does not know why he did not secure an exit.
Tevez claims Italian duo AC Milan and Inter Milan made January moves for him, as well as big spending French side Paris Saint-Germain, but City refused to sell.
The Argentine striker insists he is baffled as to why City did not sanction his sale, and hopes a resolution can be reached soon.
"The situation is very strange for me," Tevez told Kicker.
"I wanted to go and had offers from other leagues, from Spain and Italy. But it did not work out in the end because City did not accept any of the offers.
"There were offers from Milan, Inter and PSG. But something always wasn't right."
Tevez admits he would be willing to join a South American side on loan, but the frontman is unsure as to whether City will agree to a loan deal.
"If all regularities are right and the clubs agree a transfer with City, I can see myself going there, even on loan," he said on a potential loan move to South America.
"But after all that has happened with Milan or Inter, I don't know if City wants me to leave on loan."
He added: "In any case, City want a definite transfer. That's what complicates everything because they have made it clear they want a transfer fee for me."
