Fifa president Sepp Blatter has called England bad losers following calls for reform in the way in which the decision of where to host the World Cup is made.
England secured the least votes last week as Russia won the right to host the event in 2018. Qatar, meanwhile will stage the 2022 festival of football.
It has been suggested that Fifa were turned against England by a Sunday Times story about committee members accepting money for votes, as well as last week’s Panorama programme that discussed several others linked with misdemeanours.
England bid chief Andy Anson is leading the calls for reform, but Blatter says that all losing bids must accept that they did not win and adds that he has been surprised by their reactions.
"To be honest, I was surprised by all the English complaining after the defeat. England, of all people, the motherland of fairplay ideas," Blatter told Swiss magazine Weltwoche.
"Now some of them are showing themselves to be bad losers. You can't come afterwards and say so and so promised to vote for England.
"The results are known. The outcome came out clearly.
"I really sense in some reactions a bit of the arrogance of the western world of Christian background. Some simply can't bear it if others get a chance for a change.
"What can be wrong if we start football in regions where this sport demonstrates a potential which goes far beyond sport?"
On suggestions from Anson that he influenced the way in which the 22 Fifa members voted by reminding of the British media’s reports on them, Blatter added: "There is no systematic corruption in Fifa. That is nonsense. We are financially clean and clear.”
