Seanie Johnston remains in limbo despite Cavan Gaels signing his transfer form.
Johnson is eager to switch to Kildare club St Kevin's in order to resurrect his inter-county career with the Lilywhites, but the Cavan County Board are standing in his way as they have refused to sanction the transfer.
The Cavan County Board met on Monday to discuss the situation but they did not sign off on the transfer because they are not convinced Johnston resides in Kildare.
The matter has been referred to Croke Park for the Central Competitions Control Committee to deal with and Cavan Gaels decision to sign the transfer form will do little to speed up the process.
"It is the policy of Cavan Gaels GAA club not to stand in the way of transfer requests from any of our players," the club wrote on Twitter.
Johnston is hoping for a transfer after being told by Cavan manager Val Andrews that he is not part of his panel for 2012.
