Ballesteros, who has had four operations since being diagnosed with a brain tumour two years ago, claimed the second of his three Open successes at St Andrews in 1984.
The legendary star, along with 32 former other former champions, has been invited to play in the special pre-tournament competition.
"He wants to be on the first tee at St Andrews for the four-hole tournament and he will probably be there," said Gonzaga Escauriaza.
"Seve is doing much better. He was doing very well last summer when he started playing again but then he went through radiotherapy and chemotherapy -- that weakened him a bit but now he's started to get better and better."
This year's Open will mark the 150th anniversary of golf's oldest major.
